Herjólfur requires check-in no later than 30 minutes before departure; recalculate routes 51 and 53 and their connections for your date instead of simply checking whether a bus exists.
Hop-On links the harbour, Herjólfsdalur, Stórhöfði, Eldfell/Eldheimar and the centre, but only within its published seasonal window.
Eldheimar and the volcano route are easier to finish within half a day; still allow for slopes, wind and the walk back to the harbour.
Southern puffins are affected by season, sea conditions and wildlife behaviour; make them the only main subject if you want to see them, rather than using other stops to compensate for a quiet sighting.
Keeping the island day away from an early flight, a car return or a fixed activity shifts delay and sea-condition risk away from the part of the day that cannot move.
With a car, it is easy to treat Heimaey as a collection of places you can pull closer whenever you like. Without one, the island’s logic is clearer: the harbour, volcano, Herjólfsdalur and Stórhöfði each have a role, and they are not stops along one convenient street. This page will not tell you to relax because the island is small; it narrows a workable half-day to something you can actually time.

Be precise about “car-free”Car-free does not mean no transport, and it does not mean a year-round city bus network with a vehicle whenever you want one. Hop-On currently lists seasonal services and five stops; recheck its operating dates before departure rather than treating the summer timetable as a year-round promise.
Five Hop-On stops: one loop does not mean getting off at every stop
The published Hop-On route links Harbour/Ferry, Herjólfsdalur/Elephant Rock, Stórhöfði/Puffin colony, Eldfell/Eldheimar museum and Center/Folk museum in one loop. For 21 May to 19 July and 24 to 31 August, the page lists an approximate daily window of 11:45–17:45; from 20 July to 23 August it lists approximately 11:00–17:00. These are the supplier’s current seasonal details, not ferry departures and not a promise that every stop deserves time off the bus.

With only half a day, I would choose either “Stórhöfði and back to the centre” or “Eldfell/Eldheimar and the harbour area”. Hop-On is useful because it handles the southern movement that is hardest to improvise on foot; it is not proof that five stops fit. Work backwards from your return sailing when you choose the final stop.

The important gap is between Heimaey harbour and the south. Eldfell and Eldheimar make a volcano-and-indoor half-day close to town; Stórhöfði is a puffin and coastal plan farther south, so use Hop-On, a guided tour or a pre-arranged transfer. The map below is not a polished route plan. It is a reminder not to stack two very different physical routes into one afternoon.

Seven to eight points supports a car-free half-day; four to six means switching to the harbour-area line or a guided tour; at zero to three, do not defend a transportless afternoon by saying the island is small.
Before paying, ask who will handle the next leg
Without a car, I would check Hop-On’s operating dates and stops first, then the meeting time for the Puffin Hike or Natural History Bus Tour, and only then buy the ferry. No activity replaces the return sailing’s check-in rules: Herjólfur still requires check-in no later than 30 minutes before departure and closes boarding 5 minutes before departure. If an activity page says “two hours”, that is the activity length, not the total cost of walking from the harbour to the meeting point, waiting for transport, returning to port and queueing again.
If the activity is unavailable, there is a straightforward alternative: stay near the harbour and make Eldheimar, Eldfell or the centre’s indoor options your half-day, then return another time with an overnight stay and a car for the south.
